The GSAM Consortium constituted a Project Team, led by the Chief of Party, which oversees the implementation of the project in the 100 districts. The team is broken down into two units:
- National Team: Comprising of the Chief of Party, Public Policy and Advocacy Specialist, Monitoring and Evaluation Specialist, Communications Specialist and Finance and Grants Manager, who are located at the CARE Office in Accra and coordinate the project at the national level; and
- Zonal Team: Comprising Project Officers and M&E Officers in the various zonal offices in Kumasi, Tamale, Takoradi, Ho and Accra, who are responsible for directing, coordinating and supervising the work of the CSO partners.
A National Steering Committee has also been constituted to play an oversight role over the implementation of the project. It comprises of the GSAM Consortium, USAID, Institute of Local Government Service (ILGS), Ministry of Local Government and Rural Development (MoLGRD), National Development Planning Commission (NDPC), Local Government Service Secretariat (LGSS) and National Association of Local Authorities of Ghana (NALAG).
At the district level, the project team works with 27 CSO partners and District Steering Committees (DSCs) to deliver and oversee project activities in the 100 districts.
