Strengths: THLDDA placed tenders using National Competitive Tendering. The advertisement met the requirement of the PPA (663). Weaknesses: Failure by the Assembly to complete projects.

THLDDA should: • make copies of documentation of activities they are involved in which are in the custody of other institutions to be able to use it as reference • have the basis of its procurement plans from the AAP and Budget approved for that year and update AAPs during quarterly reviews and also prepare supplementary budgets to capture projects that the Assembly intends to execute that were not captured during the initial planning stage • increase coverage of advertising to include additional local dailies and also publish on the PPA website and refer the evaluation report to the DTRB for review and concurrent approval • select people with the required expertise to form the evaluation panel and be diligent in scrutinising reports of the evaluation panel to determine the authenticity of documents attached to tenders for acceptance or rejection and also submit evaluation of tenders above their threshold to the District Tender Review Board for concurrent approval • ensure all parties to the contract sign the contract agreement to make it binding on both parties and also abide by the performance security stipulated in the Tender Data of the ITT in award letters to contractors • provide training for the Engineer to build his capacity in the area of contract administration to improve the Engineer’s capacity to supervise, and • ensure the DPCU visit and report on all ongoing projects in the district in their monitoring reports to be able report on status of works and also the Works Sub- Committee should visit and deliberate on all Committee should visit and deliberate on all ongoing projects in the district to have first hand information on the progress of works and possible problems and report to the Executive Committee.
