Summary of Findings

The Pusiga District Assembly scored 65 per cent in the overall assessment of its performance, based on the GAS audit findings. Strengths: The Assembly showed a strong performance in all areas of project planning and implementation, especially in involving com- munities and other stakeholders to identify projects, in following laid down procedures and in keeping documentation. Weaknesses: The audit revealed a few gaps in the monitoring and supervision of projects and the conduct of impact assessment and project completion evaluation, among others.

Recommendation

In conducting needs assessment, the Assembly should include more people at the community level in its consultations. The Assembly should strengthen project monitoring and supervision to ensure that contractors execute projects on time and according to specifications. The Assembly should adhere to the process of paying for additional works as prescribed in the Public Procurement Act. The Assembly should ensure that projects completed are assessed to determine their impacts and to serve as lessons learnt for future decision making.
