NTDA should secure land for the projects it intends to carry out during the planning stage of the project before tendering NTDA should use industry accepted methods and reliable cost data on previous completed similar projects, document all the calculations that produced the final estimate, and formally communicate the estimate to the budget com mittee or the DCD The DW Engineer and the Budget Analyst liaise during the budget preparation process to arrive at realistic allocations for capital projects. NTDA should secure land for the projects it intends to carry out during the planning stage of the project before tendering DPCU should review the procurement plans quarterly. The DCD should make sure that the procurement o翿cer updates the plan to reflect the actual status of procurement so that deviations are corrected. Persons knowledgeable in the procurement processes should carry out procurement activities, and the DCE and DCD should oversee the procurement process and be held responsible for the breaches observed in the procurement process.
