Summary of Findings

The Nkoranza South District Assembly scored 45 per cent in the overall assessment of its performance, based on the GAS audit findings. Strengths: The Assembly’s major strength is in capital project planning and budgeting largely because budgets were prepared in line with MoFEP composite budget manual and had minimal deviations from actual project costs. Weaknesses: The audit revealed gaps in how the Assembly procured and engaged contractors, monitored and supervised the execution of the projects, made payments to the contractors, among others. It also showed delays in the completion of projects, thus denying communities of the intended benefits.

Recommendation

Should adhere to the Public Procurement Act in procuring contractors to execute capital projects. Should ensure that the monitoring team has an approved plan for its activities and is provided resources to carry out the activities. Bid advertisements should be made in accordance with the provisions of the PPA manual to increase competition. Should keep documentation of needs assessment, monitoring, supervision and other related activities. The Assembly should liaise with user institutions to assess the impact of completed projects.
