Summary of Findings
The Kpandai District Assembly scored 59.5 per cent in the overall assessment of its performance, based on the GAS audit findings. Strengths: The willingness of the Assembly to deeply involved the community members in identification and selection of projects . Weaknesses: Although IPCs were prepared and all deductions adequately done, there was no evidence of letters requesting payments of mobilization and retention. There was also no monitoring report attached to payment of a lump sum of GHȼ87, 273.99 . The assembly did not also conduct detailed checks on the work of the contractor leading to payment of works unexecuted.

Recommendation
The Assembly should consider re- advertising projects when less than three bids are received for evaluation. This will help achieve the needed competition, spread and value for money. The Assembly should ensure due diligence in their evaluation of contractors and declaration of winners. It should be maintained that whoever is declared winner of a bid meets all eligibility and technical specification as contained in their ITT. The Assembly should improve the supervision and monitoring of capital development projects.
