Summary of Findings

The Jaman South District Assembly scored 67 per cent in the overall assessment of its performance, based on the GAS audit findings. Strengths: The Assembly engaged Community members in the identification and selection of projects and again ensured that projects to be implemented are selected form the AAP and DMTDP Weaknesses: The failure of the Assembly to carry out self evaluation of project implementation and post project impact assessment The Assembly’s failure to pay deducted 5% withholding tax to the appropriate Authority.

Recommendation

The Assembly should document every singly process of capital development projects, ranging from project selection, procurement and contracting, project execution, monitoring and supervision. The Assembly should review and update the procurement plans to ensure they reflect the actual procurement performance JSDA should advertise for tenders as prescribed in Section 5.5.4 and 5.5.5 of the PPA manual to increase competition. The Assembly should write to unsuccessful renders to explain why they failed. Their tender securities should also be returned to them.
