Summary of Findings

The Birim South District Assembly scored 44 per cent in the overall assessment of its performance, based on the GAS audit findings. Strengths: The Assembly’s willingness to engaged Community stakeholders in the identification and selection of projects and its ability to document needs assessment carried out . Weaknesses: The Assembly demonstrated weakness in budget preparation as indicated in underestimation of the two projects audited. And indication that the Works Department was not involved in the budgeting process

The Assembly should plan for projects before implementing and update the Action Plans when there is the need to include new projects The Budget office should involve the Works Department in budget preparation for capital projects due to its technical expertise The Assembly should revise the Procurement plan quarterly as required The Assembly should advertise all projects above the threshold of GH¢50,000.00 twice in widely circulated newspapers The Assembly should review the budget to include revised contract sum when there is the need to enable the assembly allocate enough funds for projects to be completed on time
