Summary of Findings

The Biakoye District Assembly scored 56per cent in the overall assessment of its performance, based on the GAS audit findings. Strengths: The assembly’s commitment to select projects from the DMTDP and the AAP. Weaknesses: The Assembly delays in payment of claims. BDA did not pay contractors within the 28 days allowable period.

The Assembly should ensure at all times to involve the communities in the initiation, planning, selection, technical drawings and project cost of capital projects. The Assembly should advertise the project in more than one local daily of general circulation and unsuccessful bidders notified about the outcome of the bidding process. Works Engineer should ensure that the right brands/quantity of materials are used in future. Cost of project should be strictly monitored to ensure that only actuals are paid The Assembly should analyse and explain the variances between actual and plan activities to inform future decision making. The Assemblies should liaised with user institutions and communities to assess the impact of completed projects
