Summary of Findings
The Ayensuano District Assembly scored 76 per cent in the overall assessment of its performance, based on the GAS audit findings. Strengths: The Assembly showed a strong performance in all areas of project planning and implementation, especially in involving communities and other stakeholders to identify projects and in following laid down procedures. Weaknesses: The audit revealed a few gaps in the monitoring and supervision of projects and payment processes as well as the Assembly’s failure to conduct an evaluation of the projects.

Recommendation
Needs assessment reports should be prepared to document the engagement with the communities. A procurement unit should be established and all procurement plans should be updated regularly. The Assembly should adhere to the provisions of the Public Procurement Act in advertising the Invitation for Bids. The monitoring and supervision team should have an approved monitoring schedule and be provided with the needed resources The Assembly should ensure that monitoring and supervision reports are prepared to aid decision making.
